No problem here on my end, at least when I last sent a couple eurodollars over on Friday, I think.

Your antivirus protection might be getting in the way. I have to disable the safe payments protection for paypal everytime I make a purchase.

Common Problems
Make sure your PayPal account is verified and has a valid credit card or bank account associated to it. Check that the credit card is not expired. Check that the bank account has funds.
In the Payment Methods page, delete your billing information and add your PayPal account again.
Try placing a new order.

Do you have a script blocker like NoScript on Firefox? If you do, then play with the scripts that you blocked to allow Paypal, as that worked for me.

Paypal sucks for abusing it's customers and attacking businesses. It only looks good because of the problems that other banks cause and highlight issues with online spending.

In the event you are, giving temporary full privileges would deal with this, unless it opens in a new window, then just disabling said scripting would probably be the answer.
